The problem in their words
Small business owners pay an SEO, PPC or affiliate agency, or a freelancer, and see no clear results. They are told "SEO needs time" but months pass without "any real change," and they keep asking whether what their agency is telling them is normal. When they want to switch, they don't know how to vet anyone they would hire next.

I would like to ask an advice . We have a SEO Agency since 3 months ago and they do also Google Ads. The problem is that in 3 months we did not have any improvements , we got less leads than before ( is our worst period since we open the business 5 years ago) .
“They say that SEO needs time but 3 months without any real change… What do you think?”

“For the past 2 years he had an SEO guy who didn’t really seem to be doing much, switched to a new guy 7 months ago and is paying him £420 a month.”

If you tested it
A headline for the page: “Find out if your marketing agency is actually getting you results”
Test first: The riskiest assumption is that owners will share their agency's reports to get a verdict; a page offering a free check, with a form for those reports, would show it through form submissions.
- Build a one-page site offering a free check of your SEO or PPC agency's work and numbers, with a form to share reports and monthly cost.
- Reply helpfully in SEO and PPC communities to people asking whether their agency's results are normal, and link the page where it fits.
- Count form submissions with real agency reports attached; a steady handful from owners who describe paying for little change would mean yes.
